Selv om de aller største sjokkene uteble på «deadline day», var det ikke så veldig langt unna ny forbruksrekord for Premier League-klubbene i sommerens overgangsvindu.

Ifølge Sky Sports overgangsteller brukte klubbene i den øverste divisjonen i England rundt 466 millioner pund i løpet av vinduet, noe som tilsvarer snaut 4,1 millarder norske kroner.

Høyt forbruk
Hvis man føger analysene til Deloitte, er årets samlede sum den nest høyeste i et engelsk overgangsvindu - bak sommeren 2008 da det ble brukt 500 millioner pund (snaut 4,4 milliarder kroner). Det er også en kraftig oppgang fra fjoråret, hvor finanskrisen spilte inn.

Underveis i onsdagens deadline day-sending på Premier League-kanalen forklarte Aleksander Schau hvorfor de engelske klubbene har brukt litt ekstra mye penger i år.

- Vi nærmer oss dette «Financial Fair Play»-konseptet, hvor du etter hvert ikke kan bruke mer penger enn du tjener - så dette er et av de siste overgangsvinduene hvor man virkelig kan pumpe ut penger, fortalte Schau.

UEFAs nye regler
Financial Fair Play (FFP) er et reguleringstiltak innført av Det europeiske fotballforbundet (UEFA) i et forsøk på å få bukt med de store gjeldsproblemene i europeisk toppfotball. Presidenten i UEFA, Michel Platini har jobbet mye med å få på plass en slik ordning.

Reglene ble innført 1. juni i år, men det er først nå klubbene virkelig må begynne å ta hensyn til den nye hverdagen. Målet er at klubbene ikke skal kunne bruke mer penger enn de tjener inn.

Fra 2011 til 2014 får ikke noen klubb lov til å tape mer enn 350 millioner kroner - og det gjelder for alle tre årene kombinert, ikke separat. Dette avhenger også av at man har en eier som kan dekke disse tapene ved å investere penger i klubben (lån teller ikke). Hvis du ikke har en rik onkel, er maksgrensen på snaut 40 millioner kroner.

Grensen kommer til å bli gradvis lavere fra 2014 til 2017. UEFA vil kunne bruke flere sanksjoner mot klubber som bryter de nye reglene. Et av tiltakene er blant annet at man kan bli utestengt fra turneringer i UEFAs regi, slik som Mesterligaen og Europaligaen, fra 2014/15-sesongen.

Enkelte utgifter, slik som satsing på ungdomsavdelingen til laget, kan trekkes fra den endelige summen. Likevel er det mange europeiske klubber som ville vært sjanseløse til å møte disse kravene om de gjaldt allerede nå.

Dermed kan vi ha opplevd det siste store overgangsvinduet når det gjelder høye overgangssummer. Men det betyr ikke at storklubbene ikke kommer til å finne en ny måte å kjøpe klassespillere på.

Bates har en "god unnskyldning" selv om han forbereder seg litt "tidlig", men hvis UEFA står for at de skal gjennomføre dette med de sanksjonene de skisserer så er det MANGE klubber som vil slite..

Det ble jo sagt i går på TV2-PL sendingen at Bolton har nesten 1 milliard i gjeld. Det er nok mange klubber som det er krise i økonomisk, se på tradisjonsrike Everton; de sliter bigtime.

Allikevel så er jeg ikke tålmodig nok at det må gå på felgen med "alle" de andre før Leeds kan hevde seg..

How do Leeds United compare?

In the 2016/17 season the Whites posted a profit of £1m while the two campaigns previous United made losses of £7m and £9m respectively, leaving Leeds well within the £39m boundary to comply with the fair play regulations.



Altså:
2017-18: ? -> salg av Taylor og Wood ga + £ 18 mill, men mange kjøp også (vanskelig regnestykke pga akademispillere som kom inn) !
2016-17: + £ 1 mill.
2015-16: - £ 7 mill.
2014-15: - £ 9 mill.



Skulle tro vi er kanskje rundt null om vi ser 3 år fremover med full pott (£ 13 mill) til spillere hvert år!

New FFP Tests

The Unspoken Details of Profit and Sustainability Rules

There is a lot of confusion about FFP and the punishments now involved. This essay attempts to explain how FFP changed recently when Profit and Sustainability Rules (P&S Rules) were introduced.

This essay also introduces the extra tests, obligations and sanctions that have been added to FFP by the Profit and Sustainability Rules (P&S Rules).

Simple Summary
FFP tests and rules are much different to the original versions that the likes of Leeds United, QPR, Bournemouth etc have fallen foul of.

The tests are much more than a simple “you can lose up to £39m in any three year period”.

The penalties are much more flexible than just “a transfer embargo” and there is no longer any mandatory punishment, such as a transfer embargo.

All accounts are adjusted by the EFL to remove any excessive sponsorship or advertising income received from owners or related parties before the Tests are started.

All initial information must be provided by the club to the EFL by 1st March of the current season. Any further information must be provided on demand by the EFL.

The tests mentioned below start to be done by the EFL after 1st March and can continue during the summer, or beyond, depending upon the extra information provided by clubs.

Test 1 – Companies House Accounts
Add together the profits or losses shown on the last two accounts published at Companies House.

If the total shows a loss of any amount, then the Club FAILS Test1.

A Club that fails Test 1 then moves to a three year analysis and must supply to the EFL the last two years’ published accounts plus an estimate for the current season’s accounts.

These accounts are adjusted to remove any costs due to “allowed spending” such as depreciation of stadium costs, cost of community football, cost of women’s football, etc.

When the accounts have had these allowable costs removed we call them “Adjusted Accounts” or “Adjusted Earnings”.

Note – if the club has been profitable over the previous two seasons then they do NOT have to submit an estimate for the current season, even if they have made huge losses in the current season.

Test 2 – three year LOWER loss threshold
Add together the Adjusted profits and losses for the three Account years (current season plus two previous seasons).

If these added profits and losses result in a loss of more than £15m then Test 2 (three year LOWER loss threshold) is FAILED.

Note – this LOWER loss limit is £15m total over three years, do not confuse it with the £39m UPPER loss limit for later tests.

Failing Test 2 Consequences
Clubs who fail Test 2 must then provide extra information to the EFL about their plans for the next 2 seasons. The clubs must convince the EFL that they:

have enough cash to pay all their creditors, wages and transfer fees due over the next two years
have the cash to play all their games
will be able to fulfill all their obligations under EFL rules
stay within FFP limits for the next two seasons
If a club can convince the EFL that all is well (by providing proof of secure funding along with predicted trading within FFP rules) it can continue next season without EFL interference but those who cannot do so then become subject to EFL restrictions.

I think Birmingham City have failed Test 2 (three year LOWER loss threshold) and have been unable to satisfy the EFL and so are now subject to EFL sanctions. I also suspect that Sheffield Wednesday are still negotiating with the EFL as to whether all is well at the club for the coming two seasons and may even already be subject to “soft sanctions”.

Sanctions for failing Test 2
As above, if Test 2 is failed then it is possible for a club to convince the EFL that all is well. If not, then the EFL can impose the following sanctions:

require the club to agree a budget with the EFL and force the club to keep to it. The budget to show that the club has the ability to pay all transfer fees, compensation fees, loan fees and any other payments relating to transfers, wages and agents fees (this is soft sanctions and embargo)
require the club to continue to provide financial information (including proof of secure funding) for as long as is necessary
the EFL can refuse to register any new player or register a new contract of an existing player (this is hard sanctions and embargo)
This is why I think Birmingham City cannot register Kristian Pedersen. I think they were initially placed under a soft embargo sanction, but were unable to keep to the EFL’s requirements, and have now moved to a hard embargo sanction. Birmingham’s directors and owners hope to convince the EFL to move back to a soft sanction state shortly by providing extra information.

Also, from news reports that I’ve read, I think Sheffield Wednesday may be under, or still negotiating, a soft embargo sanction.

Test 3 – three year UPPER loss threshold
This test is essentially done the same way as for Test 2 but the limit used for this test is £39m (not £15m as before and see note at end of essay re EPL relegated clubs). This test is similar to the original FFP test and many people think that this is the only test, however as I have shown, Test 2 (three year LOWER loss threshold) also now exists.

When the profits and losses of the estimated Adjusted accounts for this season plus the Adjusted accounts for the last two years are added together they must not exceed £39m. If they do then Test 3 (three year UPPER loss threshold) is FAILED.

The consequences of failing Test 3 are set out below.

Failing Test 3 Consequences
There are two parts to the consequences of failing Test 3.

The first consequence is that exactly the same sanctions as failing Test 2 can be imposed. I won’t repeat them – just read the paragraph above “Sanctions for failing Test 2” about agreed budgets and soft and hard embargoes.

The second consequence is more serious: The Club can be held to be in breach of the EFL Rules and referred to the Disciplinary Committee. The Disciplinary Committee has a wide range of sanctions it can impose and these include a warning, a fine, points deduction, transfer embargo, suspension or expulsion from the EFL.

Summary
This essay has shown that the current FFP regulations, which now include the EFL Profit and Sustainability Rules, have three tests within them, two more than the simple single test of the original FFP.

The new rules do not have mandatory penalties and some clubs may already be sanctioned under the new tests.

The limit I have given of £39m maximum loss is for clubs who have only been in the Championship.

This is calculated as £13m per EFL season. For clubs relegated from EPL their limit is £35m for each season spent in EPL plus £13m for each season in EFL.

Tom Cairney 27 år, på toppen av sin karriere vs Jack Grealish 22 år og kjempetalent. Mener Grealish er klart mer verdt. Grealish ser ut til å ha bedret seg utenfor banen, har hatt spesielt god utvikling i 2018 under Bruce. Jeg er ikke overrasket over at det er Chelsea og Tottenham som er i kulissene.

Where Leeds United stand in relation to Financial Fair Play

Financial Fair Play is the watchword of the season in the Championship, following Birmingham City’s recent points deduction by an independent commission for breaching the EFL’s spending limits.

Leeds United, like many of the teams fighting to return to the Premier League, currently have overheads larger than their revenues, so many fans have pondered where it leaves the club with the EFL.

It’s important to note early doors that FFP rules have moved on quite considerably since the club was handed a transfer ban late in 2014 for incurring losses more than the £8million permitted during the 2013/14 season.

Last season, the club’s recently published accounts reveal, Leeds had an operating loss of £20.7million – millions higher than the £13million a season loss permitted by the EFL.

Fortunately, Leeds were able to claw back £18.1million through player sales last season, producing a pre-tax loss of £4.3million comfortably in the EFL’s limits.

So how does FFP, or more accurately the EFL’s profitability and sustainability rules, currently affect Leeds?

In a nutshell, Championship clubs are permitted to lose no more than £5million a season over a three-season period without backing from an owner; and no more than £13million if a club’s owner is willing to bridge the gap.

Most reports will put the figure at £13million a season – or the magic £39million over three seasons – as the majority of clubs have generous owners willing to inject equity to cover losses.

Looking at Leeds’ accounts from the last three seasons, the club had a pre-tax loss of £8.9million in 2015/16; a £1million pre-tax profit in 2016/17; and a £4.3million pre-tax loss last season.

This gives the club a £12.2million deficit for the three season cycle 2015/18, again comfortable inside the permitted losses.

However, the actual figure is likely less than than this, as some costs, such as infrastructure, academy and community schemes, are excluded from the calculations.

For example, Birmingham City posted a £37.5million pre-tax loss last season.

But the independent commission that slapped the club with the points deduction recognised the loss for last season at £33.861million, once those other permitted costs had been stripped out.

The worry for Leeds, again like any other club, is what their accounts will look like for 2018/19 if they fail to gain promotion next month after continuing to invest.

While the club will benefit from the sale of Ronaldo Vieira to Sampdoria, there doesn’t appear to be another Chris Wood to Burnley type sale to eradicate potential operating losses.

And on the other side, the club has continued to invest, spending at least £10million on Patrick Bamford, Barry Douglas and others, which will also likely push the wage bill up.

It’s well worth noting that Leeds are one of the most revenue heavy clubs in the Championship – indeed, once Premier League parachute payments are stripped out, their £40.7million is the largest.

This gives the club much more scope to soak up operating costs, and Leeds have also avoided the pitfall of having a wage bill higher than revenues, like some of its competitors.

Some clubs are using any loophole they can to avoid the EFL’s attention, and it will be interesting to see if the trend continues in the future by clubs desperate to avoid punishment.

Derby County, for example, recently shocked the football world by unveiling a piece of accounting wizardry to seemingly circumvent spending limits – selling the club’s stadium to owner Mel Morris and then leasing it back, booking a profit of £39.1million in the process.
