Thorp Arch deal yet to be signed Leeds City Council say they are still waiting on Leeds United to agree to certain conditions before they will buy their Thorp Arch training ground.
The private owners brought the facility during Leeds' administration and extended the original deadline for Leeds to buy it back to Thursday.
Council leader Andrew Carter told BBC Radio Leeds: "There are three or four outstanding issues.
"Leeds are discussing them now, but most of the work has been done."
The council's plan is to take out a £6m loan to buy Thorp Arch and then lease it back to the League One club.
As well as helping Leeds United, the Council believe owning Thorp Arch will aid them to host both the rugby union and league World Cups and become a stronger candidate to become a host city for the 2018 football World Cup.
Carter added: "Most of the issues raised have been answered but after gaining legal and financially advice we have gone back to Leeds united on these few issues.
"We have made major process, but there is still some things to do. I wouldn't call them stumbling blocks, we just need some clarification in the odd area.
"We are very pleased with what we'd done so far and think Leeds are on a very good footing and are pleased to see they are being ran very well.
"We want to help Leeds United as much as we can, but we of course have to look after our council tax payers.
"We hope to be in a position soon to announce good news, and the ball is in Leeds United's court at the moment, but the few issues remaining we are confident will be resolved."
