The West Midlands club are understood to have rejected an offer in the region of £300,000 for the 21-year-old, who impressed during last weekend's 1-1 draw between Leeds and Walsall at Bescot Stadium.
The Elland Road club are now considering whether to lodge an improved offer, with United manager Dennis Wise keen to secure a new left-back during the January transfer window.
Leeds have been without an experienced option on the left side of defence since Jamie Clapham's three-month loan spell from Wolves ended last month.
Midfielder Andrew Hughes has operated as a makeshift left-back during United's last three matches, but Wise has identified Fox as a long-term option in that position.
Walsall, however, have repelled his initial offer and the West Midlands club are fighting to retain the services of a player they originally prised from Everton.
Fox has made more than 100 senior appearances since moving to Bescot Stadium from Goodison Park in June 2005.
Meanwhile, Filipe Da Costa's hamstring strain has derailed Leeds United's plans to farm him out on a long-term loan at the start of next month.
The Portuguese winger pulled up after half-an-hour of Wednesday's reserve match between Leeds and Grimsby Town.
Wise, who has not received any expressions of interest in the former Benfica and Ionikos player, hopes a suitable loan move will help Da Costa adapt to English football.
But United's boss said: "That's killed it. He's pulled his hamstring.
"He needs games, and a lot of them. That's why I want to send him out on loan and get him used to this environment."
Leeds have finalised the date for Rui Marques' departure for the African Cup of Nations next month, and he will link up with Angola after United's game at home to Northampton Town on January 5.
Marques said: "After the World Cup I didn't expect to be involved again.
"I'm happy I can be there but I'm sorry I'll be away from (Leeds) for a few games."
